What Is Town Meeting Day?

Town Meeting Day is Vermont's annual direct democracy event β€” the day each of Vermont's 251 municipalities holds its annual meeting to elect local officials, vote on budgets, and decide local policy questions. It falls on the first Tuesday in March every year.

Why Town Meeting Matters

Vermont's town meeting tradition dates to the 1760s β€” predating statehood itself (1791) and the U.S. Constitution. It is the purest surviving form of direct democracy in the United States: not representative government, but actual direct participation where every registered voter has an equal voice on the floor.

Political scientist Frank Bryan spent over 30 years attending more than 1,500 town meetings across Vermont, documenting this tradition in his landmark study Real Democracy (University of Chicago Press, 2004). His research found that fewer than 5% of Americans have access to this form of governance β€” making Vermont's tradition not just old, but genuinely rare.

The tradition is evolving. More towns have switched to Australian ballot for accessibility and higher turnout, but floor meetings survive in over 150 towns β€” places where neighbors still gather in school gyms and grange halls to debate budgets line by line and vote by show of hands.

What Gets Decided at Town Meeting?

Municipal budget

Voters approve or reject the town's operating budget β€” roads, fire department, schools, and town offices.

Selectboard elections

Residents elect selectboard members, town clerks, constables, and other local officers.

Special articles

Specific warrant articles may address zoning changes, capital projects, or local ordinances.

School budgets

Many towns also vote on their school district budget, which affects local property taxes.

Register to vote

Register to vote in your Vermont town before Town Meeting Day. Vermont allows same-day registration β€” you can even register right at your polling place on Election Day.

Vermont Open Meeting Law

All Vermont town meetings are governed by the Vermont Open Meeting Law (1 V.S.A. Β§ 310–314), which requires public notice and open access. The town must post the warning (agenda) not less than 30 and not more than 40 days before the meeting.
