About Ludlow
For decades, Ludlow was a mill town. The General Electric factory on the Black River employed hundreds and anchored the local economy through much of the twentieth century. When the factory closed, the town faced the kind of economic crisis that has devastated many New England mill communities. But Ludlow had an advantage: Okemo Mountain.
The ski resort, which opened in 1956 and has since grown into one of the largest in southern Vermont, gradually replaced manufacturing as the town's economic engine. Today Ludlow is home to about 2,325 year-round residents, with the population swelling during ski season and summer. The town's Main Street has adapted to serve visitors while maintaining local businesses — a balance that requires constant attention. The Black River, which once powered the mills, now runs through a village center that mixes historic architecture with resort-town commerce.
Ludlow operates under a town manager and selectboard system, with annual town meeting providing the democratic foundation. The town's transformation from mill community to resort town is a story of adaptation, and the ongoing work of managing that identity plays out in local governance each year.
